Are you sure a vps would not be a better idea?
As @awmusic12635 said, you should consider a VPS for this.

Yeah, that is not gonna be a common thing to get on shared hosting, an inexpensive VPS would likely be more useful, or Heroku.

I personally use Impact VPS for hosting my Flask apps, after going through a bunch of others (GVH included). Pricing isn't that far off either.

I doubt any shared hosting provider could give ssh access
there are too many of them. Even buyshared provides on-demand access.

I am aware that jailed ssh is provided by most shared hosting providers, but requests for virtualenv gets turned down very fast
Just curious: Why not a VPS? I don't think Python virtualenv is possible on shared hosting.
