I've been wondering the same recently. There are lots of sites which block me for using some of the VPN's that I use on various devices.
I'd assume that providers of VPN services would not publically disclose their IP ranges, due to it then being easier for them to be blocked from services and sites which do not like / or want VPN users.
However, the likes of Netflix must have some sort of list, whether or not this was gathered publicly or they've acquired it through their logs..
Or maybe could use http://dev.maxmind.com/geoip/legacy/geolite/ and then check if the IP's marked as A1 and then do something about it... Dunno, I'm looking for another way since I don't really want to update that database every now and then, I'm pretty sure that there must be someone already keeping track of VPN subnets and doing better job than I would...
