I think you should increase your budget from $20 per year for 200GB storage as its really very difficult for any hosting provider to provide you, you can only receive scrap in such lower budget and its really very big risk because you are purchasing storage for backup purpose.
That's not too hard to do. Quadhost's 250gb NAT is around $25/year (20 GBP), Serverhub has a 250GB plan at $8/quarter ($32/year), Liteserver.nl has 200gb at 7.5 euro/quarter if their 20% off coupon (HAPPY2017) still works, etc. Tragic has 250GB KVM at $25/year order link which looked good to me, dunno if it's in stock but the order page loads.
If you want to go bigger, it's even easier, like @AshleyUK's 1TB promo at $48/year, probably the best thing out there right now, just a few hours left though.

He's trying to set up NAT dedis from either a local 500mbit "development" "datacenter" or from his private colo in some normal DC.
Last I heard he didn't have a company nor a provider tag.
