Is it that important at this time to give you a reason, when the question was do you do extra IPs and price should they be required. I should not need to give a reason other than I was asking a simple question.

I am really sorry for the inconvenience. Yes, we provide additional IPs for technical purpose and it cost 2$/month. As the IPv4 pool is nearly depleted, we are required to collect additional information regarding your IP request usage by ARIN and RIPE.
