CPU type? Budget? Cheapest dedi you can get is Scaleway C1 (4 core ARM, 3 euro/mo) but they're out of stock a lot so you have to be persistent.

Yes, but it's cheap, so again it's a question of what the OP wants to do with a dedi. I like the C1 for various stuff that doesn't need much performance but that has more controllability than a VPS would.
