Only one that's actually a low-end-box, and has SolusVM / a site that's from this decade.
Hostkey's dedicated servers aren't bad. I believe Wrzhost resells them as VPS's but I dont think they have tun/tap. Although it may be possible on request.

There is a great many of them, actually, but most have websites only in Russian. And what's most importantly, the majority of them does not fit the stated criteria (that is "to not suck").
That's what I meant from a website from this decade, and yeah - many suck. I tried maybe 5-6 until I could just get a CentOS base OpenVZ.
Even used translators, but ended up with FreeBSD shells, daft limits of 192 Mhz, or just pages that didn't really instill trust.
Any you would recommend besides Reg.ru ? (Thanks @DomainBop)

I wonder why exactly you recommend them. They say right on the front page they are just a reseller of a Canadian host. I don't think @samjk looks for a Russian host to buy VPS in Canada.

For south Korea did not have many choices
but for Russia it seems there are a lot of providers.

Most russian hosters only do russian support, accept webmoney or CCs and have annoying verification processes like phone call or sms.
That's the main reason why I don't buy vpses there, I personally tried only hostkey 2 years ago, and it was very bad (oversold and no control panel, reinstall by ticket..).
Also http://www.cafe24.com/?controller=product_server_virtual&method=linux is cheaper than internetbrothers, but will probabilly lack of english support.

cafe24 is a nightmare for foreigners . They do not have even a help desk in english and too much restriction.
