In no way are you going to get a damn KVM VPS with Windows included and those specs for five euros a month.
Good luck finding something, because this sounds practically impossible.
(now if you have your own Windows license, it'd still be pretty hard to find a deal, but it's definitely in the range of "you'd be lucky to find one")

Customer would be getting half the RAM and 1/4 the cores. Our resources are dedicated, but he hasn't mentioned how well the VPS performs to compare.
