You can oversell on Xen as well. We like how OpenVZ is structured compared with Xen and KVM, which is why we chose it.

Least overhead for the virtualization (referring to direct hardware access, no virtualization layer) means top performance for the user if done properly. The ability to oversell is just an option, and can be considered economical with 0 impact to the user. It's not about what you can or can't do as the provider, it's about whether or not you trust your provider. If you don't, no virtualization will save you.
