    Everything allowed. But course if detected spam they may suspend it

    Their TOS states heavily that they can't be used for spam. It also states you can discuss your situation with VirMach if you plan to use your server for mailing purposes. I'm sure they'll allow a server to be used for educational purposes, as long as you're not sending hundreds of emails an hour.

    Do they allow Windows without paying for license in addition?

    Aruba allow Windows but cost being 6,50 EUR per month instead 1 EUR
