Cant get more piracy (and privacy) friendly than ecatel when it comes to netherlands location. Find a reseller and you should be fine.

If not then try Maxided.com 's Netherlands servers, they offer DMCA but I am not sure if it would work.

You should be more specific on what you are hosting. But if you really need something bulletproof you should get in touch with RBN, lol.
But based on your description I think https://privatelayer.com/ would be perfect. They are DMCA friendly and respect your privacy on a level you won't find with any other provider. I know they hosted PutLocker back in it's days and lots of other big sites.
RBN does not exist in any form these days.. The remants of that provider is scattered between Ecatel's upper management, some russian hosts, and fastflux providers like openleaf, Xsltel, maxided
And costs like mad too.. Theyre listed frequently in USTR notorious markets list for hosting questionable content which other providers will take down on request. If you have money that's probly the best provider for P2P-trackers right now.
