Delimiter ( @MarkTurner ) offer a wide range of dedicated servers, the Atoms, $5 p/m if paid yearly I believe.

Unfortunately most Atoms do not support hardware VT.
The only offer I know of is the one of wholesaleinternet.net (https://www.wholesaleinternet.net/dedicated/). I am happy to have a Core2Duo for 10$/month but they are out-of-stock most of the time...
ALSO: there currently is a Black Friday server at Turnkeyinternet for 10$/month (if paid annually) - still in stock - have been with them 2 years ago (also BF deal) and was quite happy there as well: https://turnkeyinternet.net/blackfriday/turnkey-dedicated-server/
DigiCube.fr always has low-end servers matching the price limit (Digi ONE series).
Here is a list: http://b2techs.com/index.php/2015/10/dedicated-servers-under-10month-list/
You might get something core2duo from @MSPNick
How about Servdiscount?
Thanks for the recommendation, I don't believe those Atoms have VT support and they are not the fastest thing we have.
I wonder do you guys even know what is a "VT [capable] processor".
Digicube has one with AMD Zacate E-240, but it's 11 EUR if paid yearly (14 EUR month-to-month).
Alternatively worldstream have a much better VT capable cpu for 9.99 euro.
Also technically the VIA Nano in https://www.online.net/fr/serveur-dedie/dedibox-scg2 is VT-capable, but the support in the Linux kernel is likely broken, latest updates in the corresponding bug reports and discussions (from 2009-2011) seem to show that it doesn't work.
It would come as a surprise, but yes.
Short answer to OP is "There ain't such dedicated servers".
Sorry but I cannot agree.
No objections whatsoever. Any available server matching the original request?
Online.net's via nano matches.
Truth is, I didn't even read the post, just the title..
Shame on you son.
Can you read? OP asks without setup fee
Yes, I can. What was that? You could simply point what I missed, without asking that question.
I have a Via Nano in stock. Can be deal without setup fee. Open a ticket for details: http://gdbi.pw/contact
Please mind EUR 20 setup fee (unless it's not important which setup fee is).
You are right. But @davidgestiondbi could help with it, afaik.
This maybe interesting if you can excuse the lack of VT.
Delimiter's first offer of Cyber Monday:
The good old Atom A230, 2GB RAM, 100GB disk is discounted to $50/year
https://cc.delimiter.com/cart/black-friday-2015/
These are not the fastest systems in the world, but good for a nameserver or something that can fit within 2GB RAM. Windows is NOT available on these boxes.
Originally it was $60/y if I am not mistaken.
Thats right, its dropped to $50 for this promo
