I would suggest Linode. $40 will get you 4GB ram/ 4CPU and 96GB SSD. You will struggle to get better or matched in the UK for that price.
+1 for Linode, they've got amazing support and great hardware from my experiences.

Tagadab cloud is good too. Castlegem as well but they are more expensive.
As long as you justify them they will give you them.
