Maybe @MarkTurner has something for you... Not entirely sure if it would be Asia optimized.
Wholesale Internet is likely your closest option and that's central US, not Asia at all. Your requirements aren't very realistic.

This client was hosting bots and is a known scammer. Just google his WHT handle and you would know.
This is not the chat that happened. He purchased servers and then we terminated them due to massive complaints from Spamhaus and other watchdogs.
Can't speak to other things mentioned in the WHT threads, but if this is how @cloudbells deals with Spamhaus Blackmail Serviced Ltd, I like him already

@aglodek I don't love Spamhaus either, but that's not the way a professional ISP deals with spam complaints.
You tailor your tactics to your adversary, in this case a well known and proven blackmail business operator (Spamhaus). This is the real world we live in. While I don't like spam, I don't subscribe to this religious fanaticism many people seem to exhibit. Fight spam, yes! Fight spammers at any cost to innocent third parties - no friggin way! I wish CC and ChicagoVPS exhibited @cloudbells' common sense and forked out clean IP's to their clients, myself included, caught in Spamhaus-CC's ongoing spat.
This may be sacrilidge to many here, but personally, I'll take known ROKSO spammers over known blackmailers carpetbombing innocent businesses anytime! Pretty easy for anyone, big or small alike, to defend against spam. Practically impossible to defend against blackmailers like Spamhaus!
@aglodek there is multitude of organizations dedicated to fighting spammers and like it or not, Spamhaus is one of the most effective at it.
No one forces you to trust their RBL, thankfully you have many. Anyway, the WHT thread is pretty clear about who they target, same as their "email ocean" brand (how original).
Rotating IPs and even networks for KNOWN spammers is not common sense for me.
Anyway, just so you know: if someone openly did that on a massive scale in the States, they would get disconnected by their upstreams. And CC doesn't have a problem exclusively with Spamhaus, they are regularly listed by SpamCop and Barracuda among other reliable RBLs, they are not poor innocents.
I never said that blackmail is not a very effective "policy". On the contrary, Spamhaus' effectiveness is matched only by their arrogance and lack of accountability for all the collateral damage they are responsible for every single day. Pointing a big gun at somebody and asking for their wallet usually works pretty well, too! Assuming you can get away with it, and Spamhaus - it seems - can!
Be that as it may, the IP's assigned to me were listed, as part of CC's larger block, only with Spamhaus out of 70+ blacklists.
And speaking of fighting spam: how about starting with a coherent definition and clear rules, equally applicable on a global scale? What we need here first is a WIO (World Internet Organization), I think.
EDIT: all this said, while I may not approve of their tactics, I can't help but be impressed with Spamhaus. I'm also grateful to CC for their inaction and the opportunity of experiencing Spamhaus's tactics first hand, thus gaining valuable insight into the complex subject matter of spam and fighting spam, as well as the LET community's take on this subject
