I need server budget. Datacenter US have good traffic for Asia. Dual L5520 or L5639, 24GB RAM ECC, 4x1TB SATA3 6Gbps or 4x240GB SSD, 300Mbps Guaranteed Bandwidth or 20-50TB Bandwidth, 1Gbps Port, 32 IPv4. About 100-150$/m

You might consider Seattle as well. From my experience, Seattle - Asia is a lot less susceptible to congestion that some of the LA - Asia links I've seen.
