How do you calculate how many ip's are available in an IP Block?

I often see offers posted here and in LET with options like "/27", "/29", "30". I am just wondering what does these notations mean and how do you calculate how many usable IPs (or total IPs) are available? What's the calculation system?

I am just interested to learn about these special notations while mentioning an IP Block.

Sorry for a n00b question :)
