Looking for KVM/XEN VPS/Dedi - EU

Currently im having a KVM VPS @ a german provider
their service is fine and everything but i want a better price thats not in british pounds currency.
What am I looking for?
Virtualization: KVM/XEN (Dedicated server is fine too, but i doubt possible in this pricerange)
HDD: 90 - 100GB
RAM: 512 MB minimum
Cores: 1/2 (3.3GHZ minimum)
Bandwidth: 1.5TB minimum
Network: 100mbit or 1gbit, i atleast wanna reach 20mb/s download & upload speeds
Server & Provider Location: Germany, or any other place in the EU thats close to the NL
Currency prefference: US Dollar
Server purpose:
Seedbox (torrenting) in private torrent swarms & private vpn usage.
Paymethod: Paypal or iDeal

Just for the record, i will only go with providers / members that are known to provide good hosting services.
Low budget but you will be able to find hosts.
Thats kinda why i post it here.. this place has alot decent low budget hosting providers
i've got some good deals in my PM box that match the aboven described needs
but im not making a final decision yet, checking my options here.

but what makes me wanna move out of there is the british pounds currency
im trying to find new options here that are lower in price, so far i've got some real good deals in my PM box.
